On February 6, the "Second National Pollution Source Census Industrial Pollution Source Production and Pollution Accounting 291 Rubber Products Industry (Interim Report)" (referred to as the "Second Pollution General") expert consultation meeting organized by the China Rubber Industry Association was held in Beijing. "China Rubber" learned that this "Second Pollution Popularization" work was carried out at the request of the country. The purpose is to find out the basic situation of various pollution sources in the rubber industry and establish a suitable pollutant emission accounting method for the rubber industry. The final discussion and determination of the emission coefficient will directly affect the future national environmental protection policy for the entire rubber industry. The China Rubber Association reminds that this is a major matter related to the development of rubber companies, enterprises in all industries need to participate together.
In this "Second Pollution Popularization", China Rubber Association has undertaken the accounting of industrial pollution source emissions in the 291 rubber products industry. It has now completed field research and sampling of 7 enterprises in the tire, pipe belt, latex and reclaimed rubber industries and correspondence data collection of 18 enterprises. 80 effective monitoring reports have been collected, including 34 waste water and 46 waste gas.
According to Zhu Hong, director of the Technical and Economic Committee of the China Rubber Association, the pollutants discharged from the rubber industry are mainly industrial wastewater and industrial waste gas. The waste water is mainly equipment cooling circulating water and workshop cleaning water during the production process. The waste gas is mainly particulate matter and non-methane total hydrocarbons.
According to the survey, large-scale enterprises in the industry mostly use bag dust removal, tubular filtration, thermal oxidation, low-temperature plasma and other technologies to treat pollutants, but during the first national survey of pollution sources, most of these technologies were not applied, and there is a lack of basic data for production and emission verification.
In view of the different collection efficiency of production and sewage, experts suggest that in the process of research, the production and sewage data of different technologies can be optimized and analyzed, typical cases can be established, and the applicable conditions of the technology can be further clarified, and guidelines can be formed and popularized in the industry.

The expert group listened to the introduction of the "Interim Report" of the "Second Pollution Popularization" of the rubber products industry by the China Rubber Association, discussed the methods of waste gas collection, the combination of production and emission coefficients, and concluded that the data obtained by the research group met the requirements of medium-term accounting. Taking into account the production characteristics of the rubber industry, the expert group recommended that the waste water pollution coefficient and the treatment efficiency of the waste gas collection and treatment facilities in each section be improved.
This "Second Pollution Popularity" work will provide a basis for establishing and improving pollution source files, pollution source information databases and environmental statistics platforms, strengthening pollution source supervision, improving environmental quality, preventing and controlling environmental risks, and serving the environment and development comprehensive decision-making.
