The director of the Cooperative Promotion Department, Phi Che, said that Minister of Agriculture and Cooperatives Gishada was instructed by the Prime Minister to select 18 cooperatives to export rubber to China, with an export volume of about 100000 tons. The Agricultural Cooperative Bank used the loan of 5 billion baht to purchase rubber and machinery and equipment.
Piche said that 18 cooperatives were selected to export 100000 tons of natural rubber to China from December 1 to March 31 next year, including 6 rubber export cooperatives and 12 rubber export-related cooperatives. The products are film and compressed rubber blocks. The rubber will be purchased from 154 rubber cooperatives across the country, with a loan of 5 billion baht from the Agricultural Cooperative Bank for the purchase of rubber and related equipment. The whole work will be completed before the cut-off in April 2019. The whole plan goes a long way towards raising overall rubber prices in Thailand, while avoiding the problem of intermediate agents pressing prices. It will also look for new markets to market Thai rubber.
Minister of Agriculture and Cooperatives Gishada said that the meeting of the Natural Rubber Committee approved the project to solve the rubber price problem and will be submitted to the cabinet meeting for discussion next week. The specific plans include:
1. Projects to improve the competitiveness of rubber farmers from 2018 to 2019 will ease the pressure of high prices on rubber farmers. 999,065 rubber plantation owners registered in Thailand and 304,266 rubber farmers will complete the registration work before November 14, 2018, with a registered rubber forest area of 9,448,447. These rubber plantations will receive a subsidy of 1800 baht per lai, but the subsidy area will not exceed 15 lai, of which rubber plantation owners will receive a subsidy of 1100 baht per lai and rubber tapping workers will receive a subsidy of 700 baht per lai. The required funds, Bht 17.5 billion, were allocated from the budgets of the Agricultural Cooperative Bank and the Rubber Committee.
2. The 1-kilometer rubber pavement road plan for 1 village requires local administrative agencies to build rubber pavement roads in 75,032 villages across the country. Each village will build at least 1 kilometer of rubber pavement roads, and the total mileage of the country will not be less than 75,032 kilometers. Thus absorbing and digesting large amounts of rubber. The project requires more than 16.3 billion baht and will be funded from the budget of the local administration.
3. Reduce the planting area of rubber forest. For areas that are not suitable for planting rubber trees, alternative crop planting programs will be adopted. For newly planted rubber plantations, the relevant units will actively help to divide and manage the planting spacing, so that other crops can be planted in the rubber forest, reduce the risk of falling rubber prices, and increase the economic benefits of rubber farmers. At the same time, other occupations are provided to rubber farmers to choose from, which are specifically promoted and implemented by the Agricultural Promotion Office, the Agricultural Technology Office and the Rubber Committee.
